I would say it is the 3rd option.

When the arrow is pointed to the left, it usually means there is a maximum of some sort.

When the arrow is pointed to the right, it usually means there is a minimum of some sort.

Knowing this, we can get rid of the first option.

The second option says “more than 2”, so the circled dot would have to be on 3.

The last option says “less than 2”, so the circled dot would have to be on 1.
