Expressed powers are also called delegated powers. Congress must exercise the power according to the Constitution and according to the rights  of people which are considered in the Bill of Rights.

Congress, as well as the Supreme Court, have interpreted the expressed powers in terms of the implied powers that are derived from them. The expressed powers are related to exclusive federal powers and concurrent powers. These powers must be shared with the states.
