I believe the U.S. House of Representatives better represents the population, it has 435 voting members. There are five delegates and one resident commissioner serve as non-voting members of the House, although they can vote in committee. The number of U.S. Representatives for each state depends on the population. Some states have more representatives because they have more people. If the state has a large population, there are more representatives. I think that the Senate is more organized because, there are less members. They have 2 senators elected from each state, meaning there are only 100 members in the Senate.
