1st find the slope m.
 m= (rise)/(run). Look up the graph and notice that the rise is 1 for a run =5
Then the slope will be 1/5
2 lines are parallel if they have the same slope so it's either 
 y= 1/5 x + 4 or 1/5 x + 12/5
our function is y = mx + b, but we know that m = 1/5
so the equation is y = 1/5 x + b
and we know that the function passes through the point (-2,2)
To calculate b, plug in y= 1/5 x + b , x & y by their respective values:
 2 = (1/5) (- 2) + b
2 = - 2/5 + b and b = 12/5, then the equation is Y= 1/5 X + 12/5
