You have to remember, I think, that the Federal government has full power over certain things like the ability to raise money to go to war. The bill of rights for the most part, is enforced by the Federal Government, but it is also interpreted by the states or provinces.

It's complicated.

The main reason for giving the states power is that you are getting closer to who does all the electing (the people). They should in a democracy like America, have a great deal to say about how they are to be governed.

Well, if we're talking about the revolutionary war, then yes! Definitely! The colonies were trying to their hardest to break away from Great Britain, but Great Britain just refused to let go. It was unnecessary to keep holding on, especially with how unpractical it was with England all the way overseas. A happy ruling was not possible, as the kind refused to listen to the colonists demands and was not particularly concerned with their well-being. Ultimately, the colonists wanted freedom - that is why their ancestors came to the land in the first place, anyways. And so the war began.
