No it isn't. First of all they aren't like units. Change 2/5 to tenths which will be 4/10. How I changed it: 2/5 x 2/2= 4/10. Now compare 4/10 to 6/10. It isn't equal!!! Hope this helped

Keisha is correct since all the points in quadrant one are positive. If the coordinates are interchanged, the x coordinate and the y coordinate will still both be positive so they will remain in quadrant 1
