Before the starts of menstrual cycle and after the ovulation, the hormone levels are at their highest and most active.

Explanation:

Before evolution of egg, the estrogen level is at its peak and just after the surge , the estrogen level decreases and the progesterone level starts increasing.  

As the menstrual cycle starts, progesterone level is at its peaks and by the end of the cycle, its level decreases

In the luteal phase,level of both luteinizing hormone and follicle-stimulating hormone reduces.  

Hence it is before ovulation and after ovulation when the hormone level is the highest
