If the store owner is a Japanese American the best answer is A. He is making a statement that he is American just like everyone else and that even though he is of Japanese herriatage he did not commit crimes towards Americans at Pearl Harbor.

Even if the storeowner is not Japanese American it could be used to show solidarity with the Japanese Americans.
