Many people lost fait in President Hoover because He didn't help or change the economy while he was in office and the Great Depression became even worse too. He became useless to American society and didn't do anything. He also lost hope in himself because he felt like he couldn't do anything for America.

I assume by "feds" you mean the federal government. They enforce national laws. While the states can make their own laws they must do so by abiding by federal law. For example, a state cannot make murder legal.
