You multiply 7 x 3 = 21 and 7 x 1 =7

It's talking about the decimal places. The third one is already given to you, 0.14. It's 7 times 2, which is 14 but the decimal is moved two places to the left. So by that information, for the tenth, the decimal would be moved once to the left. For the ones, the decimal isn't moved.


Ones: 7 * 3 = 21

Tenths: 7 * 1 = 7

Hundredths: 7 * 2 = 14


So the answer is 21 + 0.7 + 0.14
