that is when we divide \frac{2}{3} by 4, we obtained

\frac{2}{3}\div4=\frac{2}{3}\times\frac{1}{4} =\frac{1}{6}

And when we simplify \frac{1}{6}  we obtain quotient as 0.16667.. which is less than 1.

Thus, the quotient obtained  is less than 1.
