8y = 5x + 16

y = 5/8 x + 2 , this line has slope = 5/8

Perpendicular lines, slope is opposite and reciprocal so slope of the line that is perpendicular to 8y - 16 = 5x is -8/5

Passing through (5, -5)

y = mx + b

b = y - mx

b = -5 - (-8/5)(5)

b = -5 + 8

b = 3

Equation

y = -8/5 x + 3
