Okay so Average Rate of Change is what it says;
It's the average of the rate of change

Change can be represented by a - b, for example, if I start 2 miles away from my house and I walk until I'm 3 miles away, I can say 3 - 2 = 1, I walked 1 mile

I'm sure you know what the average is, so let's move on

We're asked to find the average rate of change between minutes 25 and 13
In minute 25, the amount of money is 19.50
In minute 13 the amount of money is 16.50

There is 12 minutes between 25 and 13, and there is a $3 difference between $19.50 and $16.50

So, if it's asking for how many minutes per 1 dollar, then we saw a change of 3 dollars over 12 minutes, divide both numbers by three and we get
1 dollar / 4 minutes
