I dont know if this will help you, but a 15th (.15) of an hour is 9 minutes!
So it'd be
.15=9 minutes
.30=18 minutes
.45=27
.60=36
.75=45 
.90=54
and obviously
1.0 is 60 minutes
(((EVERY .05 IS THREE MINUTES))))

You can use the slope formula or just calculate
\frac{rise}{run}
So for the first problem you run 3 units right and rise 5 units so
\frac{rise}{run}  =  \frac{5}{3}
