These things can be tricky and they can fool you because you are not certain which way to read it. Generally you use BEDMAS.  Brackets Exponents Division Multiplication Addition Subtraction and go from left to right.

That said, solve what you have been given.
6^2 = 36
(3 + 6) = (9) = 9

36/9 = 4

+ 18/3 = 6
- 3^2 = - 9

So let's collect all this together.
4 + 6 - 9 = 1

The answer is 1 <<<<< answer.

The question is just a bit ambiguous. You may get it wrong if you submit it. You can take out the ambiguity by adding brackets.
(6^2 ÷ (6 + 3)) + (18 ÷ 3)  - 3^2   That's the way I did the question. Follow it now

4 + 6 - 9 = 1
