In the first round of voting for or against the Declaration of Independence, both South Carolina and Pennsylvania  voted no while New York and Delaware chose not to vote at all. Congress wanted a unanimous decision so there was another vote put forth.

During the next vote, there were 12 states that voted yes with 1 abstention. The state of New York chose not to vote on accepting the Declaration of Independence. They were the only state that abstained from the vote.
