This is a false statement. Article l, Section 9 of the US. Constitution states a lot of things, including that Congress could not stop the entry of enslaved people before 1808.

I wouldn't pass any laws, because America already has a lot of laws to keep us safe and too many laws would make everybody hate America. I would also never interfere with the borders, unless I absolutely have to.
