No, there isn't no electricity, sanitation, or water-supply systems because of course it is a mountain and people usually die trying to get to the tallest mountain in the world.

Kuwait is not necessarily a "high standard living" place, but it is safe. There can be a few crimes here and there, but that happens everywhere so there is no need to worry.

I would recommend going further into Kuwait on Google, to make sure you are comfortable with going there, which I'm assuming that is the case.
