Let W and J represent the # of votes rec'd by Will and John.  Then J = 2W.
Then W + J = 36, and W + 2W = 36    =>   3W = 36   => W = 12.
Will rec'd 12 votes and John  rec'd 2(12), or 24, votes.

Note that 12 + 24 = 36.
