Immigrants had flooded the United States in the late 19th and early 20th centuries. When the United States declared war on Germany on April 6, 1917, almost a third of Americans were either first or second-generation immigrants. Those born in Germany and even American-born citizens of German descent fell under suspicion of being disloyal.
