In the case of polls, recall is the voter's reminder of a candidate's characteristics. These memories may be motivated by previous campaigns in which the candidate has participated or appearances at public events or TV shows if he is a celebrity. Recall, therefore, is the image the voter has from the memories he carries of a candidate.
Because voter memories of politicians are of the utmost importance during the election, the governor of Michigan cannot veto a recall because he may be the subject of the recall.
