According to the 2015 US Department of State report on Israel, "The law provides citizens the ability to choose their government in free and fair periodic elections based on universal and equal suffrage, and citizens exercised this ability." Elections held in March 2015 were considered free and fair by observers.
I'd say all of the above because no particular group is more fit than the other for sexual reproduction, if the question was who would have the quickest reproductive rate then you could base that off of population size of X race.
