The question is unclear but I will assume they mean 1/4 and 3 1/2.

Find common denominators.

1/4

3 1/2 -> 3 2/4

Turn into an improper fraction.

3 2/4 -> 14/4

Divide.

14/4 / 1/4

14/4 * 4/1

56/4

14

So, they can make 14 ornaments.
