The surplus disappeared because it never really existed. It was a surplus but it didn't mean that the country was not in debt. The country had a huge amount of debt to other countries or to companies or to any other institution such as a bank. The surplus was eaten up by the debt accumulated over the years. They use propaganda because they need support from the populous. If no one supports the war than the soldiers being drafted would tear up their draft cards and mutiny. If they support it however everyone not just the soldiers are doing their best to help their country which makes the government's job easier. Basically they use propaganda so they aren't fighting a war on 2 fronts.
