It was showed as a surplus because it was a surplus when it came to the budget. The problem behind it that for the first time in a while, the United States budget worked with a surplus after the year ended even though it was not the idea of a surplus that the people believed.

The surplus disappeared because it never really existed. It was a surplus but it didn't mean that the country was not in debt. The country had a huge amount of debt to other countries or to companies or to any other institution such as a bank. The surplus was eaten up by the debt accumulated over the years. There was a surplus, but the debt was not reduced.

The Federalists were Pro-British ( they supported the Jay Treaty which brought continuity of trade between Britain and America fostering interdependence) John Adams went against his party's orders, by trying to avoid war with France. The Federalists wanted war because it would increase military power showing the people that increasing military power was a necessity in order to protect the new nation from tyrants. The Federalists saw it as an opportunity to turn US citizens against France.

The 2 conflicting sides was Christianity VS Evolution in this time period pretty much everyone was a supporter of Christianity and it was unholy to talk about anything that went against it.A substitute high school teacher John T Scopes apparently taught some evolution. He was then taken to court he claims he didnt actually teach human evolution but he purposely submitted to self incrimination ( to draw publicity) he was then fined 100$ The answer to your question Is Christianity VS Human Evolution

Explain why governments often use propaganda during wartime

They use propaganda because they need support from the populous. If no one supports the war than the soldiers being drafted would tear up their draft cards and mutiny. If they support it however everyone not just the soldiers are doing their best to help their country which makes the government's job easier. Basically they use propaganda so they aren't fighting a war on 2 fronts.
