The nearest hole number would be 4 , if it is .5 and above then it gets rounded up to the next number and if it is .4 or less that you round it to the whole number

Because your round the last number out of 75 and the 5 makes the number change and move up. Anything that’s bigger then 5 changes if it’s below it stays and gets lower. 3.75 is like saying 3.80 but as a whole number you would use 4 that way you don’t have a decimal in whatever your doing gets you confused.

row1,column3: P-R = 28-(-24) = 52

row2,column1: P-R = 42-25 = 17

The values in bold correspond to the proper values shown in choice B.

As you can probably guess by now, matrix addition and subtraction is only possible if the two matrices are the same size (same number of rows, same number of columns). The matrices don't have to be square.
