The total number of letters in the bag = 28+12=40

Probability of choosing consonant :-

P(C)=\dfrac{12}{40}=\dfrac{3}{10}

After replacement the total number of letters remains same.

Probability of choosing vowel :-

P(V)=\dfrac{28}{40}=\dfrac{7}{10}

Now, the  probability you will choose a consonant and then a vowel (independent events) is given by :-

P(C)\times P(V)=\dfrac{3}{10}\times\dfrac{7}{10}=\dfrac{21}{100}=0.21
