Answer President Roosevelt decided to introduce new legislation to fight the depression because he wanted to accelerate the US economic recovery. The effects of the Great Depression were still there, and people needed so much support because there were high unemployment rates, hunger, and US citizens were desperate. So he decided to introduce new programs in a Second New Deal.

So from 1935 to 1936, the Roosevelt administration set new goals and create programs to accomplish those goals. So President Roosevelt created Social Security, the Warner Act, ordered the electrification of most rural America, and passed the Utility Holding Company Act of 1935.
