Answer:

The underlying factor here is that the North had agreed to not interfere with the way the southern states handle their black population in the compromise of 1876.

Explanation:

The compromise of 1876 was an undocumented agreement, that was used to settle the disputes that followed the 1876 presidential election, within the United States congress. After the compromise, President Rutherford B. Hayes was declared president, over Democrat Samuel J. Tilden, but an agreement was reached that president Rutherford Hayes would ensure the withdrawal of federal troops from former confederate states of the south. Other parts of the agreement was that David M. Key of be appointed as Postmaster General, and the non interference of the north with how the southern states handle their black populations. Some other agreements like he construction of another transcontinental railroad in the south, and the industrial reconstruction of the south were not acted upon.

The North called it quit and left the freed people to an unhappy Jim Crow fate because, part of the agreement reached in the 1876 compromise was that the North wold not interfere with the way the southern states handles their black freed people population. Also, the North was not really affected anyways, and although a few people in the North denounced these laws, nothing much was done about it.

Does any part of the government have the legal authority to purchase new lands? Explain.
poizon [28]

Answer: The federal government owns roughly 640 million acres, about 28% of the 2.27 billion acres of land in the United States. Four major federal land management agencies administer 606.5 million acres of this land (as of September 30, 2018). They are the Bureau of Land Management (BLM), Fish and Wildlife Service (FWS), and National Park Service (NPS) in the Department of the Interior (DOI) and the Forest Service (FS) in the Department of Agriculture. A fifth agency, the Department of Defense (excluding the U.S. Army Corps of Engineers), administers 8.8 million acres in the United States (as of September 30, 2017), consisting of military bases, training ranges, and more. Together, the five agencies manage about 615.3 million acres, or 27% of the U.S. land base. Many other agencies administer the remaining federal acreage.

Explanation: Pursuant to the Property Clause of the United States Constitution (Article 4, section 3, clause 2), the Congress has the power to retain, buy, sell, and regulate federal lands, such as by limiting cattle grazing on them.

The three principal ways civilization spreads from one region to another is through trade, travel and warfare. When people travel, they bring with them goods from their region to another and this would be the start of contributing and sharing, and trading their ways and ideas of growing crops and raising other goods. It can also be spread through wars. Through this, different relationships emerged. Hope this answer helps.
