For the first time, Rutherford B. Hayes, the Republican president from 1877 to 1881, tried to prevent political appointments. Hayes dismissed several politically appointed officials. Hayes's successor, Republican James Garfield, also actively sought to end political nominations. Garfield's plans fell short when he was shot early in the presidency. A few months later, after the death of Garfield, Vice President Chester A. Arthur became President. Before becoming president, Arthur supported political appointments, but unexpectedly supported Pendleton's Act, which he approved in January 1883.
