Legislative history includes any earlier similar Bills and materials introduced in the course of creating legislation, but not passed by the legislature such as committee reports, analysis by legislative counsel, committee hearings, floor debates, and histories of actions taken.
Legislative history records document the development of state laws as they are crafted, debated, amended, and approved or rejected by the legislature. In this respect, legislative history records are vitally important as an indication of what is called the legislative intent of laws.
Legislative history is never the only consideration in a case
