By applying unitary method:

Out of 11 people, number of people having  briefcase = 8

Out of 1 , number of people having  briefcase = \frac{8}{11}

Out of 700 people, number of people having  briefcase = \frac{8}{11} \times700\\

                                                                                             = \frac{5600}{11}

Number of people not having  briefcase = 700 -\frac{5600}{11}

                                                                   = \frac{7700-5600}{11}

                                                                   = \frac{2100}{11} = 190.90

Therefore, about 191 people  do not have a briefcase on the subway.
