Now, "3 times a certain number is increased by 4" means that the we must add 4 to 3x, in other words, this indicate an addition:

 3x+4

And finally "3 times a certain number is increased by 4 the result is 28" means that  3x+4 is equal to 28. Then the expression is:

 3x+4=28

To find the number "x", subtract 4 from both sides of the equation:

3x+4-4=28-4

3x=24

Dividing both sides of the equation by 3, you get that the number is:

\frac{3x}{3}=\frac{24}{3}\\\\x=8
