then;

60 % of his darts did not hit the bull's eyes.

By definition of equivalent ratio;

Multiply both sides by 15 we have;

x = \frac{60}{100} \times 15 = \frac{60 \times 15}{100} =\frac{900}{100} = 9

Therefore, 9 darts did not hit the bull's-eye.
