So many things could happen without rules. For example, let's say the teacher says no phones during testing. Sounds reasonable, right? If students didn't follow that rule than there are a lot of distractions during testing such as students surfing the internet. Rules and procedures are set so everyone can have a calm and peaceful school day. Rules like no pets, raise your hands for a question, inside voice, and keep your hands to yourself are rules that should be followed. How would you like it if someone brought a large slobbery dog to your party? And what if you're rules were no pets allowed. See? Rules are important.
