Engineers were contracted to form a corps of professional who would carry out complex projects that were needed to make improvements in infrastructure in Indian towns and cities, for example. The CPWD undertakes the construction of non-residential buildings for the central government for example and provides consulting services for the private sector and other intergovernmental projects.  Some of the first projects adopted by the agency involved irrigation as this was important to the general populace and would increase food security.
