In 2006 they are making 7,000,000 units in 14,000 hours

Per hour output = \frac{7,000,000}{14000} =500

In 2005 per hour output is 500.

That means the per hour output decreases. Or we can say that the productivity falls.

The difference between the production:

7,000,000-6,000,000=1,000,000

Therefore, they increase 1,000,000 units.

Decrease in productivity = \frac{1000000}{6000000}\times 100=\frac{100}{6} \approx16.7

Hence, productivity fell by about 16.7%.
