From the graph, we note that

the co-ordinates of the vertices of figure H are (4, 7), (2, 6), (2, 3) and (7, 3).

And, the co-ordinates of the figure H' are (4, -3), (2, -4), (2, -7) and (7, -7).

We see that  

(4, 7)     ⇒     (4, -3) = (4, 7-10),

(2, 6)     ⇒   (2, -4) = (2, 6-10),

(2, 3)     ⇒    (2, -7) = (2, 3-10)

and

(7, 3)    ⇒   (7,- 7) = (7, 3-10).

Therefore, there is a vertical translation of 10 units downwards.
