I'm pretty sure it's the "Preoperational stage" ages 2 to 7.

The Preoperational stage is when the Child starts to think more symbolically and learning different words and pictures to represent objects.  When they hit this stage they start to be egocentric .

As the passage says the workers were treated as replaceable while they were called as someone who did not come from the part of the country itself at the same time being treated extremely bad by the runners of the farm.
