When a problem says "less than" (not "is less than"), you should put the minus sign BEFORE the number.
p = 60
The formula of perimeter is 2l + 2w
60 = 2l + 2w
Replace the l with the formula of l.

Solve the problem:
Distribute
60 = 6w-4+2w
Combine lile terms
60 = 8w-4
64=8w
