In psychology, the bystander effect refers to a form of apathy, to the fact that people are less likely to offer someone help if there are other people around. They will think that they don't need to do anything about the situation because someone else will do it. So in the case above, the neighbors might have thought that someone else will call the police, but apparently no one did.

The central idea of the article is that feudalism sorts people into social classes, but has also created inequality, poverty, violence, and other factors.  It has later on died in Europe and Japan, but it still lingers to this day.  One detail is that most of the people were like slaves and low class citizens, as they needed to serve their king, emperor, or their leader.  They would be treated poorly and will only be given a small amount of food, not money.  Another detail supporting this is that children's fates were decided by how their parents are.  If they were poor, they will remain that way when they get older.  If they were in a higher class, they will remain there and hold more power than those in the lower class.
