Set up multiplication/division to cancel out units that you do not need for your final answer and introduce units that you do.  

You want your answer in the form km/hr and you are starting with m/s so:

(12m/s)(km/1000m)(60s/min)(60min/hr)=43.2km/hr

The car is traveling at 43.2 kilometers per hour.
