well, the euation of a circle centered at (h,k) and radius r is
(x-h)²+(y-k)²=r²

so you havve
(x-3)²+(y+5)²=9 (which is correct)
this can be rewritten as
(x-3)²+(y-(-5))²=3²
the center is (3,-5) and the radius is 3
