A toddler must first develop object permanence before playing a game of hide-and-seek because without it, they won’t understand that an object still exists even when they can’t identify it with their senses (touching, seeing, or smelling). It’s likely that if they played a game of hide and seek without object permanence, they would think that just because they can’t see it, it is no longer in existence (which is a scary thought for children as well!).
