David Hume was a Scottish philosopher, historian, essayist and diplomat, one of the most important modern philosophers of the Enlightenment. Hume developed his theory through an experimental method of reasoning. For the philosopher, knowledge is developed through the sensitive experience of the human being, which is divided into two parts: facts and ideas.

If we look closely, we can understand that Hume was right about his theory of knowledge. What we live in and which form our experiences are those experiences that shape our ideas in many different ways and these ideas form the facts and opinions in our heads.

Yes, i believe Vandivier was right to do the whistle blow. 
Since the company where he works basically forced him to do their scheme in frauding the government, i personally believe he is morally required to do so because taxpayers are the one that would receive the impact.
