Winfield Scott's plan is known as the "anaconda plan" and consisted of allowing the army of the union to establish a naval blockade that would allow full control of the Mississippi and Tennessee rivers, which were the routes the confederation used to export supplies agriculture and to import armaments for battle.

In addition to helping the union win the war, the plan allowed the confederation to keep the stockpile of compromised weapons and a more delicate economic situation.
