No. 4/6 is like 2/3. However, 6/12 is like 1/2.

= (4/2) / (6/2)
= 2/3

6/12
= (6/6) / (12/6)
= 1/2

Because 2/3 ≠ 1/2, 4/6 and 6/12 are NOT equivalent.
