find the slope by solving for y

subtract 9x from each side

5y = -9x+2

divide by 5

y = -9/5 x + 2/5

the slope is -9/5

perpendicular lines have negative reciprocal slopes

-9/5  becomes 5/9

point slope from of a line

(y-y1) = m(x-x1)

y-7 = 5/9 (x-0)

y-7 = 5/9 x

add 7 to each side

y = 5/9 x + 7

this is in slope intercept form
