By definition, the ratio is the expression that would allow us to express the quotient of two numbers and/or any mathematical expressions. Let us take for example, numbers 4 and 5. The ratio between these values is 4/5. 

The statement given above, "A ratio is a rate" is only sometimes true. This is only true when the unit of measurement of the denominator is in terms of time (seconds, minutes, hours, years, etc) because this would tell us how fast is something being done, consumed, etc. Example, the speed or rate of a car is 4 meters / 5 seconds.
