I would say that this means that states are rushing to reopen. As you can see from the picture, the genie is partly in the jar which I think represents that most states are in phase 2-3, but the genie is also outside the jar which shows that it may not be safe to reopen just yet.
I think it's trying to show the fact that you can't control something that is natural and the more you try to control it the more it comes for you if that makes sense like the states are trying to reopen but the virus in this case is coming for them
a person should maintain their culture cause that's who they are and how they grew up and as far as their identity they should keep it all unless they are in a place that's not Mexico illegally
