Even though the Emancipation Proclamation FREED African Americans from slavery all across the United States, many Southern states persisted during the reconstruction era in oppressive practices such as restricting voting rights through "Grandfathering" and even continuing raids on African American homesteads and congregations. This, unfortunately, continued for a long time.
